Description: HALO is located in the heart of Racine, Wisconsin, at 2000 DeKoven Avenue. Our emergency facilities are open 24/7/365.  Our facilities are housed in a  converted, 22,000 square foot warehouse, part of which is used by the Racine Food Bank.

HALO's 120-bed shelter includes two separate and secure facilities: one for men, one for women and children. Since opening in 2005, HALO has never had to turn down a qualifying client and serves an average of 92 people nightly.

HALO meets basic needs that may include the appropriate clothing, showers, laundry services, personal hygiene products and three meals daily. Participants are offered bowls of fresh fruit daily thanks to the many generous donations from Eat Right Racine.

Extended shelter in individual sleeping rooms is offered to those willing to work with a case manager to create their own Individual Success Plan (ISP). ISP's pair participant dedication with support services such as mental health counseling, vocational training, financial planning, budget counseling, addiction recovery, tutoring, and more. HALO collaborates with over 90 area agencies to provide support services needed for our clients to succeed.

HALO also offers a secure, outdoor play area for children, plus the city's only top-quality, 24-hour childcare center housed inside the secure women's shelter. HALO Childcare is open to the public and offers rates based on a sliding scale with a focus on homeless and low-income families.
HALO's Social Enterprises initiative  combines our facility’s resources with community programs that promote job creation, skills training, and increased revenues for the shelter. One such initiative is Growing Home, an urban food-growing program to teach horticulture and nutrition to program participants. HALO received a grant to purchase a hoop house and will start growing vegetables with the help of shelter residents and other community groups. The hoop house is located in an unused parking lot on the shelter grounds. 

Another Social Enterprise program is HALO's Kitchen Incubator, Recipe for Success. This program allows small food-based businesses to use our commercial kitchen at a highly competitive rate. Currently, seven businesses are using our kitchen to build their enterprise while generating a new source of income for the shelter.   

Less than 20% of HALO's shelter program is funded through the government, therefore it is highly dependent on community support and donations. Please consider donating to HALO or one of its programs.

Many of these shelters now have waiting lists. Please call before going to them. Many waiting lists are very long. Shelters and service also go out of business.
