Armstrong County Emergency Food and Shelter Program - Community Action Program

Emergency Food and Shelter Program (EFS) This program provides emergency shelter to those who are facing an emergency housing situation. Limited funds and time limits do apply. This program is 150% of the Federal Poverty Income Guidelines or less.

Transitional Housing Program (TH) This program is for participants who are homeless by the federal definition of homelessness. Proof must be provided. Clients must participate in a housing plan to assist them in becoming self-sufficient and connect them to mainstream resources. Clients must seek employment to become self-sufficient and increase their income. Assistance is short term.

Permanent Supportive Housing Program (PSH)
This program is for participants who are homeless by the federal definition of homelessness. Proof must be provided by a doctor confirming that the participant is permanently disabled. Clients are encouraged to seek employment and secure mainstream resources to aid them in improving their health. Rental assistance is on-going provided the client is following the rules of the program. A housing plan is developed with the case manager to assist the client in meeting their goals.

Emergency Solutions Grant (ESG) This program assists people who are homeless or near homeless. There are income guidelines and limits of service. To qualify you must have income of 30% of the Area Median Income or below. The goal of the program is for participants to become self-sufficient after ESG assistance.

Continuum of Care Program
Housing assistance is based on HUDs Fair Market Rent amount which includes all utilities, therefore a rental must include utilities. The number of bedrooms determines the fair market rent. This applies to the TH, PSH and SSO Programs below.
