There are some colorful characters and generally they are good people just trying to get by. The place ain't no Holiday Resort but it's a place to get some food, a shower, wash your clothes, get out the elements, get help with social services, etc. It's not state funded (I don't think) but in a way that's a good thing. State funded places try to find any way to kick people out so that they can maximize the money that they get from the state, so therefore the whole management becomes corrupt under that type of system. This place seems to be a donation funded only facility, so it ain't gonna exactly be no palace, but the people are trying to help ya here. Be thankful there are people out there trying for ya.
