Human Services Programs of Carroll County

HSP is the point-of-entry for accessing a variety of community services and is a private, non-profit 501c3 corporation.

Homeless Shelters
    Intact Family Shelter  The purpose of this program is to provide a safe place for homeless families to stay together. Through case management, all families are offered individual time, resources and tools they need to address the causes of homelessness and provide encouragement to reach realistic goals as established in HSP's service agreement to ensure housing stability at the end of 12 weeks.

    Women's & Children's Shelter  The purpose of this program is to provide a safe shelter environment for homeless women and their dependent children that will support their efforts to achieve self-sufficiency. Through case management, all residents are offered individual time, resources and tools they need to address the causes of homelessness and provide encouragement to reach realistic goals as established in HSP's service agreement with the client.
   
Men's Shelter  The purpose of this program is to provide a safe place for homeless men (8) to stay while establishing an income and looking for housing. Through case management, all residents are offered individual time, resources and tools they need to address the causes of homelessness and provide encouragement to reach realistic goals as established in HSP's service agreement with the individual.
   
Safe Haven Shelter The purpose Safe Haven is to offer low-demand services while providing safe, warm lodging, hot meals, bathing and laundry facilities to homeless mentally ill adults.
    The goals set for each resident in this shelter vary depending upon their abilities and needs. Some of these goals are to maintain stability, increase daily living skills, increase alternative income support through establishing eligibility for entitlements, and eventually to engage in treatment and move into more permanent housing. Length of stay varies for each resident.
  
 Cold Weather Shelter  The purpose of this program is to provide protection from freezing weather conditions during the winter months for homeless adults in Carroll County. This seasonal shelter operates from November 15th until March 30th.
